New language appears.

This is why reform efforts often follow the same arc:
- problem identification,
- public pressure,
- symbolic response,
- administrative expansion,
- outcome stagnation,
- renewed frustration.
The cycle repeats because the core mechanism is never addressed.
Outcomes are negotiated.
Stability is protected.

When you understand symbolic absorption, system behavior stops feeling personal.
The system is not mocking you.
